	Model Builder is a powerful flow-chart style application unique to CONTINUUM. Without accessing source code or custom programming/consulting, the user can:
		Create new fiscal models
		Edit, modify, or enhance any term in existing fiscal-economic models
		Access an extensive library of pre-existing terms and functions
	Unlike other commercial solutions that provide “black box” approaches, Model Builder:
		Logically organizes all model terms and conditions for easy viewing, explanation, modification or audit purposes.
		Tracks model changes (by date and by user/author)
		Provides a mechanism for auditing changes
